This is Fat Ned. He is an Engineer made to look fat and nobody likes him. Fat Ned stands near the local village green and tells passers by to go fuck themselves and when the police finally show up he runs like a motherfucker. Fat Ned is a part time employee at the glue factory and lives in a shack in the "forbidden zone" of neo evanland. He is responsible for pushing a man in a wheelchair down a hill and is the only person in the universe to establish a home made portal to another dimension, though, he is not allowed through the portal because he is ban from that dimension by his landlord (himself). Fat Ned is also the landlord of the forbidden zone.
